My father got like that in an advanced age after my mother died.
He'd actually propose to cleaning ladies that came to the house in their 20's when he was in his late '80's.
A friend of mine who's a psychiatrist at Boston General and teaches at Harvard Medical School (Robt. Doyle, MD) explained that it was purely a physical problem in the brain - very common in old people.
Getting old sucks.

Indeed....its a condition inherent to anyone living past the average life span, its unlike Alzheimer's in the fact they can and do function quite normally with the exception of a few quirks in their thought and reasoning process, sometimes they can remember things that happened 50 years ago and forget what happened last week. Its not a electro thought-transmission problem in the brain but rather a condition common to everyone that lives long enough called "atrophy" (the natural occurrence of physical volume shrinkage of the brain).

Kenny purports to be a Vietnam vet so he is most likely in his seventies now. He ought to be a little more understanding of the vagaries of getting old.

Although nothing excuses touching any woman inappropriately,
it is up those close to him (Barbara I guess) to determine if he has lost it to the point that he doesn't know better mentally.
And in that case not put him in the circumstance that he is able to.
I know 90 year olds that would never do that, and I'm sure there are 70 year olds that would.
