His entire quote, taken alone, without someone trying to spin it....sounds like he talking about Bush and Obama, not the Republican congress...obviously there was years where

Yeah, when I saw that initial quote this morning I did a double take. 'Was he really saying what I'm reading?' After looking into it further my understanding as well is he was trying to call out the Republican Congress but for a guy so usually good and precise with words he did a piss poor job and came up with this very different looking statement.
