I posted the original link to the army website here but the thread was removed. tried google but the google NSA scrubbers removed all traces. I saved a copy of the pdf and so did the site linked above.

DHS is America's secrect police. Wake up. It's all out in the open and in full speed.

Yeah, much as I love government conspiracies, this ain't it.

They put a PRODUCTION order for that many out. That means 450 million will be produced, not bought. Most production orders leave around 75% as a surplus.
