Deregulation of Industry

This is from a link Rana posted last week. On initial reading would anyone believe this to be true? (not saying it's not just found it very surprising)

Under Clinton, the big one is the repeal of Glass Steagall. That removed a tremendous amount of regulation on the financial industry and led to the meltdown of 2008. (NOTE: before anyone goes off, this was the trigger, it was not the only reason the meltdown occurred)

As for Carter, he deregulated transportation (airlines, trucking, rail).... don't recall if there was anything else under his tenure.... but the notion that deregulation just happens when Reps are in charge is obviously a joke.
