Meanwhile, soldiers and their families line up at food banks to beg for food. Guardsmen rely on local charities to feed them in cities they occupy.

The National Guard are State funded troops, not federally funded. So, they aren't on the federal budget.

I would love for the Republicans to allow a clean extension, but they will not. We are trying to save what we can.

Not exactly. They are dual funded, which means sometimes they are funded by the federal government. The federal government has had trouble paying them on time, even before this shutdown. This has left National Guard officers with huge credit card bills, and looking at not getting paid for a while.
