No, it isn't "unconstitutional." I'd say 25 feet is a "safe" distance to be kept back to. It doesn't mean someone can't video an arrest. It doesn't stop anyone from protesting either. It simply creates a safe space between the officers in the middle of an arrest or other official action and persons not involved to prevent a bad actor from using surprise to attack an officer.

And that is with just ONE knife welding assailant. What if there are 2, 3, 8, 20, knives?

What if the assailants have poisoned blades?

What if the assailants have pole-arms of some kind?

What if the assailants have a plan, training, and coordination?

What if the assailants have bricks to throw?

If the defenders wear enough armor, to be protected from low tech weaponry, yet the assailants have a sniper or six snipers in the wings?


The fact is, if the outlaws are allowed to organize and have the ability to train and coordinate, they always win... unless, the defenders are also in a team, and are given prior authority to kill at need.
