that is a legal term of art and i don't think it has been met here at this point....circumstantial evidence however, lends great weight to the possibility that it is something to do with where they were stationed

There's a lot of research and evidence to support that theory. My cousin was serving at the time of the initial Gulf War. His unit was on standby along with several others in Egypt. He personally knows of people who were never in theatre but did receive the innoculations...and subsequently came down with "Gulf War Syndrome". But as with everything, it's now out of sight, out of mind for the general public.

But make sure you get the flu vaccine
