Laws for the elite are typically written broad and vague deliberately.

Whereas many laws that tend towards the lower class are based on a concept of 'ignorance of the law is no excuse', meaning you do not need intent to be convicted, you either did or did not break the law, almost all White collar crime requires intent. Something that can be almost impossible to prove even when obvious.

And that is because those who create the law, think a good scare for the wealthy is enough, a court case that threatens but they can win, and generally speaking they do not want the 'poors' getting off for any reason.

And it does not need to be that way. Intent can be replaced by an 'obligation to seek advice'. This is what Board Members of Corporations are held to, because other wealthy investors do not want them to just be able to say 'there was no ill intent behind the bad things that cost you all your money'. So instead Board Members must seek suitable advise from those qualified to give it, and as long as they do, the decisions made, right or wrong, are not ones they will be legally liable for. That should be the same standard for white collar crime. If you are not sure, ask someone appropriate for advice.
