California State Sen. Leland Yee (D) arrested in corruption case

State Sen. Leland Yee was arrested on public corruption charges Wednesday morning in a federal investigation that also targeted Raymond "Shrimp Boy" Chow, a notorious former San Francisco gangster, officials said.
The arrest of Yee, who represents San Francisco and a part of San Mateo County and is a candidate for California Secretary of State, came amid searches of his office in Sacramento and his home on 24th Avenue in San Francisco's Sunset District.


Sources told The Chronicle that the predawn, multiagency raids involving hundreds of federal agents and local cops stemmed from a fatal shooting about five years ago. FBI spokesman Peter Lee in San Francisco confirmed that Yee and Chow had been arrested. Both are to appear before U.S. Magistrate Judge Nathanael Cousins in San Francisco on Wednesday afternoon. Details of the case weren't immediately released, and federal complaints in the matter were sealed.
Chow was once sentenced to 25 years in prison on gun charges but has insisted in recent years that he had gone straight. Yee's chief of staff was not immediately available for comment.

Local television cameras showed Yee being led away in handcuffs from his home and being placed in a waiting car that later pulled into an underground entrance of the federal building in San Francisco, which houses the FBI and district courtrooms.

Among the locations being searched was a building on the 1700 block of Hyde Street, a home on the 600 block of 42nd Avenue in San Mateo - where IRS investigators were also present - and Yee's office in Sacramento, where California Highway Patrol officers were posted outside the door.

San Francisco police and the FBI were also searching the Ghee Kung Tong Supreme Lodge belonging to the Chinese Freemasons on Spofford Street in San Francisco's Chinatown. Chow has served as head of the group.
Firefighters - armed with axes and a circular saw - were called to the scene mid-morning to help open a safe. The sounds of sawing could be heard emerging from inside the building.

In 1992, the Hong Kong-born Chow was indicted with two dozen others on racketeering charges for their alleged involvement in everything from underage prostitution to the international heroin trade. Chow was subsequently convicted of gun charges and sentenced to 25 years in prison. In 2003, however, he was released after he cut a deal with the government to testify against a high-ranking associate.

Democratic officials expressed shock at the development. California Democratic Party chair John Burton said he was completely unaware of the law enforcement move, and knew nothing about it.

Yee, a former San Francisco school board member and supervisor and member of the state Assembly, is a candidate for California Secretary of State, one of the state's seven highest offices. As a candidate, he has promised to "increase government transparency, support small businesses, reform campaign financing and protect the most vulnerable." He has portrayed himself as a vanguard on issues of political reform, and last year pushed legislation that launched California online voter registration.

Yee has drawn both praise and controversy for his efforts to tighten restrictions on semiautomatic rifles. In October, engineer Everett Basham pleaded guilty to sending an e-mail to Yee, threatening to use his purported sniper training to kill the senator.

This isn't Yee's first brush with the law. In 2000, Yee was arrested in Hawaii on suspicion of boosting an $8.09 bottle of suntan oil by putting it in the front of his shorts. A year earlier, Yee was pulled over twice by San Francisco police officers who suspected him of cruising the Mission District in search of prostitutes. In both cases, police questioned Yee at the scene of the stops on South Van Ness Avenue and let him go on his way. Yee, who championed putting a lid on massage parlors around the city, confirmed the stops, but said that in both cases he was the victim of mistaken identity.

This must be some of the uncomfortable truth that some Americans don't want to hear about....
 
I have never liked this guy. San Francisco is full of Democrats so it's not disliking him because of that but I have always felt Lee had this condescending cocky air about him and this dude has been quick to play the race card in the past. We'll see what happens here but he had aspirations of running for a statewide position. I will not be shedding any tears if he doesn't get the chance.

Federal prosecutors unsealed an indictment against state Sen. Leland Yee in court Wednesday, accusing him of conspiring to commit wire fraud and traffic firearms.


In all, 26 people, including former school board president Keith Jackson, were indicted on charges related to an extensive crime ring headed by well-known Chinatown figure Raymond Chow, who was also arrested and charged Wednesday.


The indictment alleges Yee and Jackson defrauded "citizens of honest services" and were involved in a scheme to traffic firearms in exchange for thousands in campaign donations to the senator.


Federal prosecutors also allege Yee agreed to perform official acts in exchange for the money, including one instance in which he introduced a businessman to state legislators who had significant influence over pending medical marijuana legislation. In exchange, the businessman -- who was actually an undercover FBI agent -- agreed to donate thousands to Yee's campaign fund, according to the indictment.


The indictment also describes an August 2013 exchange in which Jackson told an undercover officer that Yee had an arms trafficking contact. Jackson allegedly said Yee could facilitate a meeting for a donation.


Chow, who has been connected over the years to the criminal gang Wo Hop To and is known as "Shrimp Boy," was indicted for money laundering, conspiracy to receive and transport stolen property, and conspiracy to traffic contraband cigarettes.


The indictment was unsealed in federal court in downtown San Francisco after FBI and other law enforcement officials carried out multiple raids early Wednesday. FBI agents also searched Yee's Sacramento office Wednesday.

San Francisco Police Chief Greg Suhr described the raids to KCBS as "massive." "Hundreds of officers are involved in this," he said.


Dan Lieberman, Yee's press secretary, said Wednesday morning that his office would not comment on the FBI raids. Representatives for the U.S. attorney's office could not immediately be reached for comment.

California Gov. Jerry Brown today called on state Sen. Leland Yee, who faces federal corruption and gun trafficking charges, and two other senators to resign after the state Senate passed a resolution suspending all three.


“Given the extraordinary circumstances of these cases-and today’s unprecedented suspensions-the best way to restore public confidence is for these senators to resign,” Brown said in a statement this afternoon.


The state Senate passed a resolution this morning to suspend Yee, D-San Francisco/San Mateo, after a federal criminal complaint unsealed Wednesday revealed that he allegedly offered political favors in return for campaign donations and schemed to bring illegal guns into the country. Yee was arrested and arraigned Wednesday and released on $500,000 bail.


Two Southern California state senators, Rod Wright, D-Baldwin Hills, and Ron Calderon, D-Montebello, were also suspended by the 28-1 vote. Wright was convicted earlier this year on perjury and voter fraud charges, and Calderon has been charged with bribery and corruption.


Both Wright and Calderon have been on paid leaves of absence since earlier this year. However, senators can return from paid leaves of absence whenever they choose, while a suspension can only be lifted by another vote of the senate.


On the senate floor this morning, state Senate President Darrell Steinberg said he wished the disgraced senators would resign and spare the legislature “the stigma associated with their alleged actions.”
