nice link. I see that nearly all of those blue states are suffering from major budget deficits on the state side this year. perhaps they overspent?

Vermont is the only state without a balanced budget amendment (although California is going to the voters to temporarily override theirs, which I don't oppose because deficit spending in bust time is justified).
