It'll hurt the Dems far more than the GOP. Your suggested bill would be unworkable. If you happened to have a parent who was a member of Congress, you would be banned from all stock trading. It would be impossible to have a retirement fund. Huge number of jobs would be illegal.
The best you could do is some sort of disclosure.
