I wondered at the time if they were just trying to avoid a war via public rhetoric?
I think that was exactly the strategy, at least some people think. Biden & Co. thought if they could telegraph Putin's intentions the world and to the Ukranians ahead of time, it would either disrupt Putin's carefully laid plans, or at least keep him off balance by forcing him to change tactics on the fly.

It was very effective at getting everyone in the world (save for the Russian people) to see through Putin's lies, and future lies about his war crimes.
For sure, it preempted Vlad's lies, making them less effective and easier to debunk.
