TOKYO — President Biden on Wednesday is expected to issue an executive order aimed at overhauling policing on the second anniversary of the murder of George Floyd, who died after being handcuffed and pinned to the ground by a Minneapolis police officer, people familiar with the matter said.

Mr. Biden will direct federal law enforcement agencies to revise their use-of-force policies and to restrict tactics like chokeholds and no-knock warrants, while using grant incentives to encourage state and local agencies to adopt the same standards.

you realize of course that such orders will only apply to federal officers.......

The federal government sets standards, and pushes local governments through grants. While they do not directly order, they effectively set the standards. Most laws refer to federal standards without worrying too much about what those standards are.

Wednesday’s action, which will apply to more than 100,000 federal law enforcement officers, reflects the delicate balance Biden has sought to strike on policing after promising to do “everything in my power” address racism and excessive use of force. Civil rights groups and racial justice activists have pushed him to fulfill his pledge while Republicans, seizing on concern over crime, have sought to cast Democrats as soft on crime.
