I have a 220 VAC 5.5 KW gasoline generator--with ZERO pollution controls on it--that I could use to charge my battery car if I were stupid enough to buy one... So, rolling blackouts be damned!

Most people charge their cars overnight, in their garages, and overnight periods aren't generally when rolling blackouts happen -- they're during the heat of the day when peak use hits. So, that shouldn't impact electric car users much.
In the future, electric cars should make rolling blackouts less common, since with a smart grid, they can help to stabilize demand -- charging when usage is lowest, and even potentially feeding back into the system when usage is highest.
