U.S. officials pushed to choke off China’s access to critical semiconductor technology after internal debates and tough negotiations with allies.

WASHINGTON — In conversations with American executives this spring, top officials in the Biden administration revealed an aggressive plan to counter the Chinese military’s rapid technological advances.

China was using supercomputing and artificial intelligence to develop stealth and hypersonic weapons systems, and to try to crack the U.S. government’s most encrypted messaging, according to intelligence reports. For months, administration officials debated what they could do to hobble the country’s progress.

They saw a path: The Biden administration would use U.S. influence over global technology and supply chains to try to choke off China’s access to advanced chips and chip production tools needed to power those abilities. The goal was to keep Chinese entities that contributed to potential threats far behind their competitors in the United States and in allied nations.

The effort, no less than what the Americans carried out against Soviet industries during the Cold War, gained momentum this year as the United States tested powerful economic tools against Russia as punishment for its invasion of Ukraine, and as China broke barriers in technological development. The Russian offensive and Beijing’s military actions also made the possibility of a Chinese invasion of Taiwan seem more real to U.S. officials.

This account of how President Biden and his aides decided to wage a new global campaign against China, which contains previously unreported details, is based on interviews with two dozen current and former officials and industry executives. Most spoke on the condition of anonymity to discuss deliberations.

Too bad Trump didn't bother to pass the massive bipartisan stimulus bill to support American supremacy in semiconductor technology that Biden signed last Spring.

And it's too bad Trump couldn't play nice with our traditional allies and implement a global alliance to undercut Chinese tech advances.

Very few semiconductors are made in the States. Prototype stuff really, and a few memory chips. That's about it.

Biden Is Now All-In on Taking Out China
The U.S. president has committed to rapid decoupling, whatever the consequences.

The United States has waged low-grade economic warfare against China for at least four years now—firing volley after volley of tariffs, export controls, investment blocks, visa limits, and much more. But Washington’s endgame for this conflict has always been hazy. Does it seek to compel specific changes in Beijing’s behavior, or challenge the Chinese system itself? To protect core security interests, or retain hegemony by any means? To strengthen America, or hobble its chief rival? Donald Trump’s scattershot regulation and erratic public statements offered little clarity to allies, adversaries, and companies around the world. Joe Biden’s actions have been more systematic, but long-term U.S. goals have remained hidden beneath bureaucratic opacity and cautious platitudes.

Last Friday, however, a dense regulatory filing from a little-known federal agency gave the strongest hint yet of U.S. intentions. The Bureau of Industry and Security (BIS) announced new extraterritorial limits on the export to China of advanced semiconductors, chip-making equipment, and supercomputer components. The controls, more so than any earlier U.S. action, reveal a single-minded focus on thwarting Chinese capabilities at a broad and fundamental level. Although framed as a national security measure, the primary damage to China will be economic, on a scale well out of proportion to Washington’s cited military and intelligence concerns. The U.S. government imposed the new rules after limited consultation with partner countries and companies, proving that its quest to hobble China ranks well above concerns about the diplomatic or economic repercussions.

In short, America’s restrictionists—zero-sum thinkers who urgently want to accelerate technological decoupling—have won the strategy debate inside the Biden administration. More cautious voices—technocrats and centrists who advocate incremental curbs on select aspects of China’s tech ties—have lost. This shift portends even harsher U.S. measures to come, not only in advanced computing but also in other sectors (like biotech, manufacturing, and finance) deemed strategic. The pace and details are uncertain, but the strategic objective and political commitment are now clearer than ever. China’s technological rise will be slowed at any price....

I have talked at length for over a decade about how ignorant and reckless our leaders are, and how they are getting us hurt.

This is more of that.
 
I have also talked a lot about how China and their friends are gearing up for total war with the West, that they are coming to kick our asses. We can force up the timeline and motivate China to leap before they want to, but that will not change the outcome.

It also might mean that my plan to die before the really nasty shit gets here might not work.

President Joe Biden signed the CHIPS and Science bill into law Tuesday, authorizing $52 billion in subsidies for semiconductor production and boosting funding for research.

Semiconductors are essential to modern technology, in everything from cars to smartphones to smart refrigerators. They have increasingly been made overseas, and the new law represents a push to reshore production of the critical tech component.

China does not want to destroy the province of Taiwan, but this certainly removes one of the main reasons for not going that far.
