These are not people who have merely flunked grade school math. These are people who have been deemed, through a formal process, to no longer have the mental capacity to handle their own financial affairs. Not just "John is bad at math". And their rights were not automatically terminated. The records were sent for review.

The little glimpse I just read above about "managing financial affairs" is similar with some of the language to establish a conservancy or ward of the court for mental incompetency.

Seems fair. I wouldn't want the mentally incapacitated to especially deadly weapons, probably for their own safety as much as the rest of us.

"Under the governing regulations, the Federal mental health prohibitor applies when there has been a “determination by a court, board, commission, or other lawful authority that a person, as a result of marked subnormal intelligence, or mental illness, incompetency, condition, or disease: (1) Is a danger to himself or to others; or (2) Lacks the mental capacity to contract or manage his own affairs.”21 This regulation therefore contains three operative components. First, there must be a determination by a “lawful authority.” Second, the adjudication must concern (as relevant to our programs) an individual’s inability to manage his or her own affairs. Third, the adjudication regarding the inability to manage an individual’s affairs must be based on “marked subnormal intelligence or mental illness, incompetency, condition or disease.”
