He may not have known how to deal with the Great Republican Depression, but Herbert Hoover was a skilled and competent administrator who played a key and highly effective role in a massive and complex European relief and food distribution efforts in the World War 1 era.
For that alone, history will record him as a person of empathy who did admirable work alleviating human suffering.
Hoover had a soul.
Trump is the stupidest president in American history, he has no interest in administration and governance, and worst of all he is a self-serving sociopath who does not care in the least for the welfare of others.
