As war began, Putin rejected a Ukraine peace deal

Vladimir Putin's chief envoy on Ukraine told the Russian leader as the war began that he had struck a provisional deal with Kyiv that would satisfy Russia's demand that Ukraine stay out of NATO, but Putin rejected it and pressed ahead with his military campaign, according to three people close to the Russian leadership.

The Kremlin deputy chief of staff, Dmitry Kozak, told Putin that he believed the deal he had hammered out removed the need for Russia to pursue a large-scale occupation of Ukraine. Kozak's recommendation to Putin to adopt the deal is being reported by Reuters for the first time.

Putin had repeatedly asserted prior to the war that NATO and its military infrastructure were creeping closer to Russia's borders by accepting new members from eastern Europe, and that the alliance was now preparing to bring Ukraine into its orbit too. Putin publicly said that represented an existential threat to Russia, forcing him to react.

But, despite earlier backing the negotiations, Putin made it clear when presented with Kozak's deal that the concessions did not go far enough and that he had expanded his objectives to include annexing swathes of Ukrainian territory. “Putin simply changed the plan as he went along," said one of the sources close to the Russian leadership. The upshot: the deal was dropped.

"Very possibly true" is a third choice to consider. A "chief envoy" on Ukraine isn't a nobody. Kozak is a long time ally of Putin's, the report comes from Reuters and is backed by three sources. A refusal by Putin to go along with the proposal also would be consistent with his reported desire to remake some of the USSR. Here's Kozak's Wiki entry:

You pick your choice according to your propaganda conditioning. I don't have any such manufactured allegiances. The world was watching closely as NATO refused Russia's border security requests. At the time this claim would have been pro-NATO/Ukraine headline gold. It wasn't. Therefore it isn't to my way of reasoning.

Well, even if you're right the report could be trouble for Putin in a Kremlin that's become infected with doubt over the brilliance of his Ukraine adventure.

Putin attacked Ukraine BECAUSE they were not in NATO. This was always about Russia's expansionism desires.

You only referred back to your defense of the invasion when it happened. I don't have a viewpoint on this report other than that it's plausible given the state of things. Maybe it's overblown. Things like this often are. Maybe it's on the money.
