How does claiming something as a sanctuary location keep someone from bringing one there and misusing it?

Even though it's legal to conceal carry here in Texas it's not legal at private universities. My school doesn't allow guns on campus unless you have a conceal carry license and the gun has to be locked in your vehicle. I wish it would change but it doesn't look like it will anytime soon.
