A man who drowned in an Arizona lake last month begged for help — but local cops didn't rescue him.

"I'm not jumping in after you," one cop told Sean Bickings before he drowned, according to a police transcript.

The three Tempe police officers who didn't step in were put on paid leave as authorities investigate.

A man drowned in an Arizona lake last month and as he pleaded for help, struggling in the water, local cops standing by refused to rescue him, according to officials and a police body camera footage transcript.

"I'm drowning," Sean Bickings, 34, told Tempe Police Department officers during the May 28 incident at Tempe Town Lake, according to a video transcript released by the city and reviewed by Insider.

One officer responded to Bickings, "Okay, I'm not jumping in after you," moments after another cop instructed Bickings to head over to a pylon, the transcript shows.

"Please help me. Please, please please," Bickings pleaded, according to the transcript. "I can't touch. Oh God. Please help me. Help me."

Bickings, whom city officials described as an "unsheltered Tempe community member," ultimately drowned after he jumped into the lake but wasn't able to swim.

Tempe police referred Insider to the city when asked for their response to the incident. In a statement, Tempe City Manager Andrew Ching and Police Chief Jeff Glover called Bickings' death "a tragedy."

The man subsequently dove in during the police confrontation.

The police, wearing their gear and body armor, obviously couldn't just jump in after him, and making things worse, the location he jumped from was difficult to access the lake itself from.

They couldn't stop him?
 
Short of arresting him, probably not. It's one of those situations that starts out bad and gets worse. I don't think the police were the right call to deal with this guy who was clearly not firing on all cylinders.

does Arizona have a 51/50 law? they should have taken him in to custody and committed him for evaluation

Here he has to represent a clear threat to himself or others, or commit a criminal act. Talking crazy alone won't do it. All the cops could do prior to him jumping in was try to talk him into going for an evaluation.

I'll add, what the cop said was really, really stupid, but I can't see an officer in full gear and clothing jumping in after him without putting his / her own life at risk.
 
so the urban outdoorsman gets himself in trouble with the cops, dives into a lake knowing he cannot swim and that cops dont keep life preservers on their belts...

sounds like a series of poor decisions.
 
It is becoming increasingly impossible to arrest a person of color. Whatever the cops did would have been wrong to the people who live in leftie land. Better we get rid of all cops and send in swimming coaches.

Ok I watched the video. Apparently it took him maybe 2 seconds to get over the fence. Need another cam. I was under false impression that he was going to jump off that ledge into the water, but apparently there was a slope down there and he just walked down on it.
