In other words: they adapted to a new threat?

The most compelling argument I have seen so far that something was very odd, and it has never been answered satisfactorily, is how Flight 77 was able to take off at 8:10am from Dulles airport, fly for 40 minutes before the highjackers struck and at 8:56am turn off the IFF transponder. The FAA immediately knew something was amiss and yet from then until the impact with the Pentagon at 9:37am no air force jets were scrambled from Andrews airbase which was only a short distance away from the Pentagon. By the time flight 77 hit the Pentagon, the South Tower had been struck and the North Tower was minutes away from a similar fate. To my mind this was either gross incompetence or evidence of something very fishy going on. Holy crap, the plane was even able to perform a 330 degree turn, yet nobody could find it.

Basically we have a weird conversation going on about private line connections being installed after 9/11...

Pre 9/11 they had phones with pre-programmed keys. They picked it up, and hit the button, it dialed for them. Lines for emergencies were on a separate system than lines for regular business, as well for lines that are scrambled for classified business (on a separate system from the regular business phone lines).

It must have been an awesome system because the FAA hadn't even called NORAD until after the North Tower was struck.

read the transcripts of the ATC's that day. There was indeed a lot of confusion.
