Given that only about 30% of US citizens have a Batchelor's degree it is obvious that it is desirable in fields where there is a shortage of suitable graduates that we import from other nations persons with the correct degree requirements to supplement our own output. The program doesn't import unskilled or low skill labor from abroad nor does it import non-degreed skilled labor.

The H-1B program applies to employers seeking to hire nonimmigrant aliens as workers in specialty occupations or as fashion models of distinguished merit and ability. A specialty occupation is one that requires the application of a body of highly specialized knowledge and the attainment of at least a bachelor’s degree or its equivalent. In his youth, he would break down modems and put them back together, he is very highly Intune with the working of computers. And was hired based on that. IMAGINE HOW MANY UNTAPED UNDERVALUED CITIZENS WE HAVE IN THIS COUNTRY WHO ARE LEFT BEHIND BASED ON THEIR COLOR AND DEMOGRAPHICS? Why would developers choose to build in blue states when the regulatory burden is adding close to $100,000 to the cost of a home? Why do that when it can take years to get through the bureaucracy and actually move forward with actual construction?

Look at the poor schmucks trying to rebuild their homes after the Palisades fire. Barely a permit has been issued. They won't be allowed to rebuild what they had either if it was an older home. They'll have to build to current code and that could completely change the look and nature of the home they want or had, not to mention costing far more.
