The fatal police shooting of a 26-year-old man in Tigard prompted an anti-police protest in the suburban city Thursday night, 24 hours after the killing.

Tigard police labeled Thursday night’s demonstration a riot after people broke windows at the city’s police station, less than a mile from where Jacob MacDuff was shot dead Wednesday.

Police were responding to a “disturbance” call and had been told about concerns for MacDuff’s mental health before they encountered him, according to an emergency dispatch recording. Tigard police said MacDuff was armed with a knife and resisted arrest when an officer shot him.

Criticism over the police response to what may have been a mental health crisis prompted leftist protesters to organize a march against police brutality that started around 8:30 p.m. in downtown Tigard.

By that time, about 100 people had shown up. Owners of many area businesses boarded up their windows earlier in the day after learning about the march. When the march got underway, police mostly stayed away. One person spray painted an anti-police slogan on a trailer. People painted more anti-police messages on boarded-up Main Street businesses.

The march continued past downtown and arrived at the police station on Southwest Hall Boulevard. Officers and police cars with flashing lights awaited the crowd’s arrival. People in the crowd broke windows at the police station, and Tigard police declared a riot and ordered people to leave.

Tigard police said they arrested one person on suspicion of rioting. They said more than 20 windows were broken on city property and described the graffiti applied to city property and downtown businesses as “extensive.”

By 9 p.m., the crowd had mostly retreated. Some people eventually reconvened to hold a vigil next to the apartment complex where MacDuff was killed.

Tigard Police Chief Kathy McAlpine described Thursday night’s demonstration and vandalism as “unsettling” to the community and Tigard police — and said local businesses “do not deserve this,” regardless of demonstrators’ outrage.

“The crimes that took place in Tigard last night will not be tolerated,” she said, noting that authorities intend to pursue allegations against more demonstrators.

“These moments in time require investigations,” McAlpine said in a news conference Friday afternoon. “They also require us to understand outrage and how that’s expressed. We understand anger. We understand frustration. We cannot accept random property damage and threats of violence to be the form of that outcry for justice.”

The protest followed a smaller gathering Thursday afternoon at the same site. A group of about 10 people gathered at the corner of Hall and Bonita Road, setting up a memorial for MacDuff and holding up signs with his name alongside messages such as “a mental health crisis is not a crime.”
