If the person is Donald J Trump,....YES. He IS the Law.
What a joke. He is a twice-impeached ex-president. He is the kind of person we make laws for. Trump knew the presidency prevented him from paying for his crimes. However, running for office does not. We have had some seedy characters, not as seedy as Trump, running for president in the past. A person could declare himself a candidate and rob a bank.

Running for office is not in office. There are no protections from your criming. when you are just running. Trump could declare he is running for president every year. There are no rules on how long before n election you can declare. Trump could say he is running in 2032 and hold a rally once every 3 months and never answer for his crimes.

Of course they can be prosecuted before they are president.
What I said only applies to a president currently serving but even under that circumstance the charges do not go away, the prosecution will happen after they leave office.
The only way to prosecute a sitting president would be to impeach him.
