The foundation is a section 501 non profit organization. Money that the Clinton's donate to the foundation can only be used towards the foundation's stated goals.
The money given to the foundation can not be spent for anything not contained within their mission statement, especially political uses.
If used for anything other than stated mission goals the foundation would immediately lose their tax exempt status.
