Various "pots" of taxpayer money are set aside for all the different, individual agencies, etc.

There is a huge "pot" of money set aside for foreign aid and only it is the one used to fund Ukraine.

No money is taken out of any of the smaller "pots" of money set aside for individual state and local law enforcement.

That is contrary to your claim that funding for law enforcement and the courts is affected by money going to Ukraine.
