when the government steals your wealth that is communal ownership of the means of production because you don't own it anymore. The government said you can't.

No, because you still own your business. In Social Democrat societies, wealth is redistributed through social programs, but you can still have a private business. You can also still become rich, even with higher taxes.

you can't have a society or a community which is the root word in communism without government. The principle of communal ownership requires a governing principle and something to enforce that.

The idea is that the community will be united by ideology. I think this might work in a very very small scale, like maybe among a hundred people. I don't think it's possible on a large scale, which is one of the reasons I'm a Social Democrat, not a Communist.

Productivity is way up since 1970 so are Stocks & CEO salaries.
