They are just the stop gap, the program's intent is to create yet another excuse to import people, this time it will be trained medical staff. I should point out that Western nations skimming medical staff from the rest of the world as for instance Britain has done with gusto create resentment. It is yet another bullet point in China's argument that the West sucks, and must lose power. There must be accountability the Chinese and their friends demand.
