PCB are 100 year old tech. No one really designs the best. They are very boring.
The best chips are designed in the USA. Taiwan does very little of that work.
A modern chip might have 10 billion transistors and 30 billion wires. A PCB might have few hundred wires. PCBs are boring things.
High end chips are manufactured in Taiwan and South Korea. Low end chips are manufactured in Taiwan. Mid range chips are manufactured all over, but mostly in first world countries. Malaysia, Vietnam, and India would mostly do assembly and PCB manufacturing.

Starting with Clinton, Democrats started pushing things that are hard to disagree with. This concept has spread to other countries, and we see moderate left wing technocrats Emmanuel Macron in France or Justin Trudeau in Canada. Biden is a reasonable technocrat putting forward things that any reasonable person would agree with, and with the experience in Congress to get it done. He is very much the right man for the times.

Yes. Well, this wasn't so much of a 'promotional' for Biden as it was of the concept of 'National Security' rises ABOVE the Capitalist System of 'Free Markets'.
It makes sense (especially to China) that 'Critical Industries' be supported by the US Government.
They even have a name for it: 'National Champions'.

China is doing this on a massive scale. Here in the US, we have 'Faux Capitalists' whining about 'Open Markets' and 'Free Trade'. These are usually Worker Drones, like here at JPP, that can't see past their noses.
