They did attack with airplanes in 2001, after Clinton was already out of office.

So now your argument has migrated from being completely wrong about what you said, to blaming Clinton for not stopping Al Qaeda 9 months after Clinton left office.

So why didn't Bush bother to read that 1999 report when he took office in 2001?
1999: Warnings of al Qaeda using planes as missiles
1999: No attacks using planes
2000: No attacks using planes
2001: Bush becomes President, AQ attacks with planes 8 months later.
2019: You said no one thought AQ would use planes to attack
2019: I show you report from 1999 warning exactly that
