    He has attributed the bilateral relationship to the Treaty of Good-Neighborliness and Friendly Cooperation signed between the two sides back in 2001.

    Probably, yeah. They're not stupid - they don't spend the time & effort that they did on it if they don't think it's effective.

    But what's your point? Who cares that an adversary like Russia is trying to influence our elections?
