    Isn't that projection based on a single study?

    The WaPo says this in the article you cited: "Census data stretching back to 1790, though, shows that the most-populous states making up half of the country’s population have always been represented by only about a fifth of the available Senate seats".

    Isn't the reason we have a bicameral federal legislative branch to keep a balance between thinly and heavily populated states?

    And aren't Electoral votes (and House sets) determined by population?
