The Senior Executive Service (SES) is a position classification in the civil service of the United States federal government, somewhat analogous to general officer or flag officer ranks in the U.S. Armed Forces. It was created in 1979 when the Civil Service Reform Act of 1978 went into effect under President Jimmy Carter.

According to the Office of Personnel Management, the SES was designed to be a corps of executives selected for their leadership qualifications, serving in key positions just below the top Presidential appointees as a link between them and the rest of the Federal (civil service) workforce. SES positions are considered to be above the GS-15 level of the General Schedule, and below Level III of the Executive Schedule. Career members of the SES ranks are eligible for the Presidential Rank Awards program.

Up to 10% of SES positions can be filled as political appointments rather than by career employees.

About half of the SES is designated "Career Reserved", which can only be filled by career employees. The other half is designated "General", which can be filled by either career employees or political appointments as desired by the administration.

Senior level employees of several agencies are exempt from the SES but have their own senior executive positions; these include the Federal Bureau of Investigation, Central Intelligence Agency, Defense Intelligence Agency, National Security Agency, Transportation Security Administration, Federal Aviation Administration, Government Accountability Office, Members of the Foreign Service, and government corporations.

Unlike the General Schedule (GS) grades, SES pay is determined at agency discretion.

Prior to 2014, the SES used a six-level system. It was replaced with the current open band system on January 1, 2014.

By the authority vested in me as President by the Constitution and the laws of the United States of America, in order to strengthen the recruitment, hiring, and development of the Federal Government's senior executives; I hereby order as follows:

It is in the national interest to facilitate career executive continuity between administrations; to increase senior leadership attention to, and involvement in, executive recruitment; to reduce unnecessary burdens on applicants for executive positions; and to efficiently document demonstrated executive experience. Furthermore, it is imperative to periodically explore and promote new selection methods that effectively and efficiently identify the most capable and talented candidates for executive leadership positions to enhance the breadth and diversity of experiences among our Federal executives; to better support, recognize, and reward our executives, especially our top performers; and to strengthen executive accountability, all while maintaining a system that is focused on the public interest and free from improper political influence. An important aspect of strengthening our Senior Executive Service (SES) members is valuing the work they do every day, rewarding excellence, professionalism, and outstanding achievement through special act awards, Presidential Rank Awards, and other non-monetary and honorary awards.

Sixty-eight percent of the federal government’s top career corps will experience their first presidential transition in January as senior executives, according to data from the Office of Personnel Management.

The bulk of the current career Senior Executive Service – composed of roughly 7,000 individuals across the executive branch – were appointed to the SES during the past seven years during the Obama administration, data from OPM’s internal Enterprise Human Resources Integration tool shows.

The SES plays a critical role in every presidential transition.

One of the major responsibilities of career SES is to ensure the long-term continuity of the federal government through transition.

The Obama Administration issued an Executive Order (E.O.) aimed at strengthening and improving the Senior Executive Service (SES) by enhancing the recruitment, development and mobility of career senior executives. Following the release of early drafts, the Senior Executives Association (SEA) submitted feedback and numerous recommendations to improve the E.O., noting the draft presidential action.

The final order incorporated several key SEA recommendations. “This is a step in the right direction,” said SEA Interim President Tim Dirks. “While we still have some concerns – most notably that the Administration has not yet addressed agency funding ."
