He did not make up the term. That was made up in 1974, before Reagan become President obviously. He did not select anybody. That particular person happened to be the most egregious case of welfare fraud. He never mentioned her by name, certainly never mention her color. Just an example of the fraud that was concurring. As usual, somebody, somewhere, got offended by the fact and of course race became part of it.

A waitress required 15 stitches after she was attacked by four women she served Tuesday night at a Henry County Applebee’s, police said.
