Islam supports a Caliphate. Both Sunni and Shia support a Caliphate. Every Muslim after the fall of the Ottomans desired another Caliph rise. The problem is that the Muslims were so fragmented that no one faction had enough power to pull it off. The house of Saud would not allow Hussein bin Ali (Emir of Mecca) to assume the role of Caliph, That would destroy their position as protectors of the Idol and Mecca. Had a Saudi had the support to declare himself Caliph, the house of Saud would have been all for it.
