Of course you cannot, but Obama was kind of busy the first year or so trying to work out of the Republican/Bush depression. He had a turncoat Repub senator who actually voted Repub, but ran as a Dem. Kennedy and Byrd were dying, so their votes could not be counted on. Obama did not have a real senatorial advantage. And no, they were not focused on immigration when you are trying to save the economy.

What I'm wondering is about those with no legal paperwork proving a man, woman and children are truly a family. How long does it take to get DNA testing results back while they would all obviously have to be separated?

The Flores agreement does not only apply to unaccompanied children (UACs).
A July 2016 circuit court opinion held that the 1997 Flores settlement applies to both accompanied and unaccompanied alien children.
The Flores settlement agreement is problematic in many ways.
It encourages UACs to enter the United States illegally, and encourages the parents of UACs to hire smugglers to bring them to the United States.
Further, it encourages people to bring their own children (or children whom they claim to be their own) when they make the perilous journey to the United States, thinking that it will make it more likely that they (the parents or purported parents) are more likely to be released if they travel with children.
