It is not so much the fall of the 'American Empire' as it is the rise of the rest of the world.
At the end of WWII, it is only logical that the USA was on top. We were one of the few industrialized nations which was NOT bombed to smithereens.
We had a HUGE HEAD START on the rest of the industrial world.
So now the rest of the world has caught up.
American exceptionalists can't stand it. Their problem is they believed the BS that America, and Americans, were 'better' than the rest of the world. Baloney. It was geography. It was just physically impossible to mount any kind of large attack on the US homeland.
Having your nation intact is a huge advantage over having your nation utterly destroyed.

But it reflects badly muddled thinking.
It's true that the U.S. had an industrial advantage over Germany & Japan after WWII.
BUT !!
With the Marshall Plan and so on those former adversaries turned allies were not merely restored.
But because the new equipment they bought with our $money was newer, more up-to-date,
these two nations soon had more modern industrial base than the U.S.
That was generations ago. Globalization has shuffled the deck.
Those WWII advantages are virtually gone. The industrial infrastructure acquired in the 1950's is now 70 years old, literally human generations old.
And with 3rd millennium industrial innovations, computerized production* for example, that Marshall Plan equipment advantage is gone.
Any industrial advantage to be found in Bangalore India, or Beijing China can also be found in Peoria Illinois.
The point about U.S. ascendancy is that through innovation and assiduous culture, the U.S. advanced more rapidly than our competition.
It didn't happen overnight. It took decades of slow, incremental progress.
Thus tariffs aside, the U.S. competes on a more or less level playing field. If we're losing that race, something else is wrong. So back to Krugman:

these atrocities are being conducted by your nation, the government YOU pay tax to support.
Whether you voted for Trump, or against Trump, or not, it's YOUR nation.
We abandon our principles wholesale, the principles that made US great, and then puzzle over why we are in decline ?!?!
