    Turkey has requested to buy the Patriot system three times. The first two attempts failed because of the refusal of the US to sell them the latest version, the US wanted to sell them an older version.

    The third time, the US was willing to sell them the latest version (2018), but by then the contract for the S-400 had already been signed (2017).

    There were however additional financial problems. The initial cost estimate was 1.3 billion USD but when the US presented a detailed offer, it was 7.8 billion!

    Negotiations about the exact composition of the Patriot system (radars, radios, missiles, launchers, training missiles, etc.) resulted in figures being tossed around between 2.5 and 3.5 billion.

    Turkey could live with the steep 3.5 billion estimate and the deal was nearly concluded … until the US bumped it up to 4.6 billion.

    Even at this point, Turkey was willing to go with the Patriot system provided NATO would chip in. Since 2013, NATO had been helping out Turkey with its air defence which included financial support and Spain even deploying some of its Patriot systems in Turkey and Germany, Italy, the Netherlands, and the US providing additional assets.

    Meanwhile, Turkey had already signed the S-400 contract for 2.5 billion. At the time of the signing, the US didn’t object, although NATO, who bears the cost for integrating the S-400 into the rest of NATO’s air defences, said there would be compatibility problems that would result in a higher integration cost.

    The US assumed Turkey would cancel the S-400 contract but since a lot of Turkish Air Force pilots were dismissed after the failed 2016 coup, they are short on fighter pilots.

    Turkey wants to fill the air defence gap as soon as possible and this means deploying an SAM system as soon as possible. Delivery of the S-400 began in July 2019 … the US still hasn’t even started production of the Turkish Patriot equipment.

    Bet I can get any number of other military historians and experts to agree with me too. The S-300 / 400 is roughly equivalent to the US Patriot missile system in capability depending on the variant of missile employed (there are 6 versions not including a recent navalized version). It's just the latest generation of SAM's--no better or worse than produced elsewhere.
