    A civil case still allows resolution, in that the penalties are not so drastic.

    A congressional subpoena is very different, legally speaking than a judicial subpoena. Congress is responsible for enforcing their subpoena’s and the judicial branch is responsible for enforcing theirs and the rules are totally different!
