Russia has a "progressive" system for firearms. I don't mean progressive in a political sense. I don't remember the time frames, but one is first allowed "less lethal" firearms, using rubber bullets. Then, if they don't fuck up, they are allowed shotguns, followed by rifles.

Huffpo conveniently distorts the truth and glosses over the most important aspect of this whole deal. Rolling back this regulation, which actually began with a lawsuit by Alaska, doesn't open Alaska up for free reign slaughter of those animals. It gives the state the power to set its hunting and animal control regulations. And with the exception of 5% of Alaska's land under "intensive management" for predators, most all of those practices are illegal for the rest of the state anyway unless you're a subsistence hunter and very few are. So nothing to see here, just states getting their ability to control their natural resources back from federal overreach.
