That is up to the company, not the district. The district (or "Board of Education) sets policy concerning STUDENT conduct, such as behavior, seat belt compliance, routes/stops, etc. As far as drivers, that responsibility is the company's role. Now the Board can kick drivers out of the district for misconduct or violations. But that is the extent to which they can go.
actually, it comes down to whats in the contract, but general contract law places responsibility upon the contractor.
A sad commentary on we, as a people, and our viewpoint of our freedom can be summed up like this. We have liberals and conservatives, Democrats and Republicans, yet those very people look at Constitutionalists as radical and extreme.................so those liberals and conservatives, Democrats and Republicans must believe that the constitution is radical and extreme.
