Article II, Section 1 provides how many electors a State will have, indicates Congress shall determine a common date when they vote, who is ineligible to be an elector, and procedural matters as to how the votes are to be cast/winner determined. The 12th Amendment modified portions related to procedural matters. Outside that, the Constitution leaves it up to the States when it comes to the electors. Winner take all isn't required as Maine and Nebraska divide theirs by Congressional district with a bonus of 2 going to the overall state winner. NOTHING say a State's electors have to be chosen by the people of the State. The States, themselves, made the decision to do so.
