The US is supposed to hand over control of the military to South Korea in the next couple years, so not really surprising they want to not inherit an official war on Day 1.

Trump presented Kim with the first legitimate military threat. None of Trump’s predecessors ever gave Kim a reason to fear anything besides sanctions. But even there, Trump and Niki Haley were instrumental in getting the UN and China to severely sanction NK to the extent they were crippled.
China recognized Trump’s threats as legitimate, as well. If the US attacked NK, millions of refugees would flood into China; also, it had the potential to escalate into a war involving the US. China wants nothing to do with either outcome, so they reigned in Little Rocket Man.
