Apparently NY regulations don't allow any head coverings for these purposes. Not sure how I feel about this, I don't think it would be unreasonable to amend the statute to allow certain religious headresses that don't obscure the face, like Muslim headscarves and the Sikh turban.

Hijab shows the face, but not the hair. That is allowed.
Technically hijab is all forms of Islamic wear. A headscarf is the lightest and most common form of hijab, so it's usually just referred to as "hijab", while heavier forms of hijab like burkha or niquab are usually referred to by the heavier term.
