What it means is that the 22 of the 23 elected in those districts couldn't win without the advantage given to them using something you claim you are opposed to happening. When are those districts going to be redistricted where the reps have to run on what they support rather than the color of their skin?

Carve out ,regardless of what an absurd shape is required ,a district that has nearly all the minorities. Then the other districts will be white majority .
