Those are not the only two options. And the thought of a preemptive strike is an extremely bad idea. China would be called upon to defend NK. And for good reason. A preemptive strike would also turn the UN against the USA, with Russia leading the way. These things don't happen in a vacuum. It would be impossible to level NK. Very mountainous territory. Do you know how many guns they have? This one strike would result in an all out attack on South Korea, and likely Japan. These are important trading partners. Our economy would be devastated. The market would plunge on the very news of it. Bad idea. Very bad idea. Should not be considered.
Cool minds need to prevail here.
We don't have to worry about a first strike by NK. If such a strike would be a bad idea for us it would be even worse for them. Then we would be justified to pulverize them.
Basically, whomever makes a first strike loses.
