A lottery system is important because humans are fallible and having a fully "merit" based system does not account for the fact that the criteria of a merit based system cannot perfectly allow for the most healthy mix of immigrants. A person coming from Finland with all the advantages that offers will have different things to show for his merit than a person coming from a poor country like Haiti, however they may both have the same intelligence and work ethic.
