    Yes, but for some reason, oddly enough to say between the dates January 20, 2009 and January 20, 2017 - the Reich Wing would not accept that as a driving reason behind dropping participation rates.

    Were those original October numbers changed? Doing a google search and it's claiming year over year the labor rate stayed the same
