A local government can adopt local ordinances setting rules for its residents, but only within the range allowed by state law. Therefore, local governments only have the powers granted to them by the state.

City and county governments have to seek power from the state if for any authority that hasn’t already been explicitly granted.

This also includes laws on local taxation, spending limits, etc.

Nice try but how the city allocates and uses resources at it's disposal is not I repeat is not controlled by the state, cities only must comply with state and federal laws governing what they must provide. However cities allocate the resources and services levy local taxes etc. But thanks for showing your ignorance of federal, state and local government.
