I have no idea what this means since Mueller is operating within the law.

It means the Special Council power is manifestly un-Constitutional.

Congress got rid of Special Prosecutors- because of abuses of powers -
specifically because they operated under a 'general warrant'

Why is the DoJ able to do so? They both should be stricken
